"In reality, it had a tremendous impact on the livelihoods of the vehicle owners and other community members when these vehicles were used to commit additional crimes. “For far too many years, auto theft was perceived as a victimless crime when the perceived value of a vehicle was low," said Colorado State Patrol chief Col. Prolific offenders with past motor vehicle theft convictions will receive a 1st-degree charge. All other motor vehicle thefts will be charged as either 2nd or 1st-degree, which are class 4 and class 3 felonies.It is a class 1 misdemeanor that can be upgraded to a class 5 felony for subsequent offenses. 3rd-degree motor vehicle theft is charged when a vehicle is used without the owner's permission but is not used in the commission of another crime, is returned to the owner within 24 hours, and is not damaged.Stolen vehicles with a low value were charged as misdemeanors or low-level felonies. Previous laws tied the severity of the crime to the value of the stolen vehicle. According to the Colorado State Patrol, lawmakers passed Senate Bill 2023-097 to reduce vehicle theft rates by significantly changing how the crimes are classified. In July, new state laws regarding motor vehicle theft came into effect. The report also stated that the suspects are all from El Paso County, and most of them have prior criminal histories.Ĭolorado Lawmakers Overhaul State's Vehicle Theft Laws 10 of the 11 rental vehicles that have been stolen have been recovered, along with guns, fentanyl, meth, and heroin. It is believed that the rentals were stolen after customers had returned them to the lot with the keys inside or in a lockbox attached to the vehicle window. Over the past year, the report noted, nearly two dozen vehicles have been stolen from the Colorado Springs Airport, including 11 that were rented from companies at the airport. Members of the Motor Vehicle Theft and Tactical Enforcement Unit, along with the Fountain Police Department, made the arrests. On Friday, KKTV announced the arrests of ten people who are suspected of being involved in a series of motor vehicle thefts from the Colorado Springs Airport. However, the agency also notes that 87 percent of the vehicles that were reported stolen were recovered, far above the national average of 56 percent. The Colorado Auto Theft Prevention Authority (CATPA) reports that over 42,000 vehicles were stolen in the state last year, resulting in an estimated loss of $28.1 million. Most Stolen Vehicles in Colorado are Recovered Some of the vehicles most commonly stolen in Pueblo include Chevrolet Silverado pickups, Kia Sportage, Hyundai Sonata, Kia Optima, and Hyundai Tucson. Around 3 percent of the thefts last year-58 vehicles- were the result of "puffing," which occurs when a vehicle is left running and unattended. In 2021, Pueblo had 1,472 motor vehicle thefts. The department reported that there had been 1,752 motor vehicle thefts in the city in 2022. Pueblo Sees a Significant Increase in Car TheftsĮarlier this year, the Pueblo Police Department sent a message to area residents via a report from KRDO, reminding them to never leave their car running, following a 23 percent increase in car thefts from 2021 to 2022. The blotter report noted that investigators collected evidence from the truck and trailer before returning them to their rightful owners. However, after conducting K9 and drone searches of the area, they determined that the trailer was empty and no arrests were made. It was initially believed that a suspect was hiding inside the camper. Officers from CSPD's Downtown Area Response Team (DART) were conducting proactive policing of the park shortly before 9 PM when they saw the vehicle and trailer. According to the Colorado Springs Police Department blotter, a truck and camper reported stolen out of Pueblo last week were recovered on Friday night in Memorial Park.
